Emerald is a good site to meet new people all over the world. it doesn’t repeat people from the same region repeatedly. There are filters to narrow your search. With a few improvements, it will be the best site for meeting strangers.

EmeraldChat is doing a great job of building a community post the demise of Omegle. For those with specific interests you can find other like minded people here. It is the new kid on the block, so there are some teething problems, but they are really focussing on helping people connect. I love spending time chatting here.
